Power Apps per app plan allows individual users to run one application or portal for a specific business scenario in a specific environment based on the full capabilities of Power Apps. This plan provides an easy way for users to get started with Power Apps before broader scale adoption. Power Apps per app plan (1 app or portal) for Government provides all the functionality of its enterprise counterpart (Power Apps per app plan (1 app or portal)) but is hosted in a separate, secured environment and adds compliance features like accreditations, personnel screening, and data residency that enable the service to meet the unique needs of US Government customers. State and local government customers that require compliance-level data protection and security can also take advantage of Power Apps per app plan (1 app or portal) for Government. Eligibility and Validation: Office 365 Government plans are available to (1) qualified government entities, including US federal, state, local, tribal, and territorial government entities, and (2) other entities (subject to validation of eligibility) who handle data subject to government regulations and requirements, where use of Office 365 Government is appropriate to meet these regulations and requirements. The Microsoft Power Apps per app plan gives each user access to two Power Apps and one portal within a single environment. Each “per app” license provides an individual user with rights to two apps and one Power Apps Portal, all within a single environment. A single user might be covered by multiple “per app” licenses to allow the user to use multiple solutions targeted at various business scenarios, without requiring a per-user license. In other words, the “per app” license is stackable.
